What is an Overseas Employment Certificate (OEC)?

The Overseas Employment Certificate (OEC) is a document issued by the Philippine Overseas Employment Administration (POEA) to certify that a Filipino domestic worker has employment abroad. The document is also commonly known as the Exit Permit. 

The OEC is required when your worker is exiting the Philippines for a destination country. Workers may be turned away at their own border if they do not have an OEC, and the application process takes no more than 1 week. Note that the validity is 60 DAYS ONLY from the date of issuance and that a valid work permit in Malaysia is not sufficient to prove a worker’s employment at the Philippines Airport (a valid POEA Employment Contract is also required).

As of 2022, Overseas Employment Certificate (OEC) can also be applied online through the POEA Online Services portal!

Based on the Philippine Embassy in KL’s recent advice, OEC applications would need to go through an online registration first. Your helper is required to register for an OEC online on the new POEA Online Services portal. If she is not eligible for an OEC exemption, the system will direct her to the appointment page and she may choose whether she wants to visit the POEA office in Kuala Lumpur or in the Philippines. If she chooses the Kuala Lumpur option, she may walk in to the Philippines Embassy office every Sundays from 9AM to 4PM, without requiring an appointment.

Below are the documents she would be required to bring for the OEC application:-
a. Verified POEA contract
b. Your worker’s original passport valid up to six (6) months prior to departure to the Philippines
c. Your worker’s valid multiple-entry visa in Malaysia, ideally valid for at least 3 months upon re-entry to Malaysia

The Philippine Embassy in Kuala Lumpur encourages all Filipino workers in Malaysia to carry out this online process on their own as their personal accounts would store confidential data and Philippine government-related information.
